What is Notional Liability or Notional Saving?

When a rating surveyor talks about Notional Liability they mean the liability that would be payable based on the RV multiplied by the non domestic rating multiplier (UBR), i.e. ignoring any transitional arrangements or other reliefs.

This is not always the same as the actual liability.

Therefore, the Notional Saving resulting from an RV reduction is the difference between the original Notional Liability and the revised Notional Liability.

This is not always the same as the actual saving so any fee based on this amount may not be directly related to the amount of saving or refund.
